Outsourcing Manager

About the opportunity

We are seeking an experienced and dedicated Outsourcing Manager to join our Central Outsourcing Management (COSM) team. As a 2LoD function, COSM is responsible for methodology, policy adherence, and providing expert challenge across all outsourcing and Third-Party Risk Management (TPRM) activities.
This is a senior role that is instrumental in driving the maturity of the Outsourcing Governance Framework in response to the significantly increased regulatory focus on outsourcing resilience and compliance. The successful candidate will act as the organization's primary Subject Matter Expert (SME), ensuring our framework is audit-proof and operational risks are actively steered and mitigated. You will also be expected to mentor junior team members and contribute to the growth of the overall function.

In this role, you will:

  • Own the ongoing development, maintenance, and deployment of the outsourcing methodology across all business units, including associated tools, templates, reporting standards, and escalation processes.
  • Drive and coordinate the Third-Party Risk Assessment (TPRA) process for all new and reassessed services, providing second-line review and challenge to ensure effective compliance with MaRisk AT 9 and DORA.
  • Act as the essential go-to person for outsourcing Business-as-Usual (BAU) and complex edge cases, providing support to business partners and ensuring N26 operations run without compliance gaps.
  • Independently execute 2nd Line of Defense controls and sample testing to validate the adherence and effectiveness of the outsourcing framework, with a focus on monitoring material and non-material outsourcing arrangements.
  • Ensure that agreements, SLAs, KRIs, and KPIs are properly documented and maintained in accordance with local regulations and internal standards, and oversee adherence across the third-party lifecycle.
  • Lead the critical review and design of testing for the Business Owners' Contingency and Exit & Termination (E&T) plans, ensuring audit-proof compliance with DORA requirements.
  • Prepare, finalize, and draft the mandatory year-end outsourcing report and manage the regulatory notification process (announcing outsourcing) to BaFin.
  • Lead remediation projects resulting from internal/external audits or regulatory findings, ensuring timely and effective implementation of corrective measures.
  • Ensure that the outsourcing register of information is kept accurate and fully up to date, ensuring compliance with local regulatory requirements.

What you need to be successful:

Background: 
  • University degree in Business Administration, Finance, Law (with a focus on IT law), Information Security, Business (Information Technology), Computer Science, or a comparable field of study.
  • A minimum of 3 years of focused professional experience in the Second Line of Defense compliance, Outsourcing, or Third-Party Risk Management environment within a regulated financial institution.
  • Expert knowledge and experience in applying KWG, MaRisk AT 9, DORA, and EBA Guidelines. Proven experience in DORA implementation is a significant advantage.
Skills: 
  • Exceptional communication skills and highly accustomed to conveying complex regulatory messages in an easily understandable way to non-experts.
  • Proven ability to present findings and report to senior executive bodies (Management Board/Supervisory Committee).
  • Confidence regarding challenging existing processes and supporting arguments with backed-up regulatory reasoning.
  • Fluent English language skills are required. Fluent German (B2/C1 equivalent) is a strong plus for regulatory interaction, audit meetings, and interpreting local legal texts.
  • Ability to find pragmatic solutions in a fast-paced environment.
